Aims of the day

This one day learning event is designed to give participants:

1. Increased knowledge and awareness of Health Impact Assessment
2. A brief introduction to some of the methods and approaches commonly used
3. Awareness of the issues posed when undertaking a HIA and establishing a HIA programme
4. Opportunity to share experiences of HIA with seminar leaders and trainees
Competencies

The day will contribute to the following competencies.
6.2 Be able to use different methods of health impact assessment.

7.5 Identify and engage key stakeholders and partners for effective public health practice.

7.6 Understand and use appropriate methods of involving the public and communities in improving health and reducing inequalities.

The principal areas to be covered during the day will be:
  • The theory underpinning HIA and the policy context
  • The stages involved in carrying out HIA
  • Methods and principles of consultation
  • Practical skills through participating in a HIA case study
  • Approaches and issues raised in establishing a HIA programme
  • Knowledge of how to access further sources of information

Moira is a sociologist and Senior Research Fellow in the School of Law and Social Sciences at the University of Plymouth. She has had a joint appointment in public health over the past 10 years, and worked with Kevin Elliston and Adrian Trim (of Plymouth City Council) to undertake the Health Impact Assessment on the proposed Morice Town Home Zone development.

Rachel’s most recent post was as Public Health Scientist at the Devon Health Forum, responsible for managing a Health Impact Assessment programme. This involved undertaking intermediate HIAs (on affordable housing projects and an ex-offenders hostel), as well as developing a rapid HIA appraisal tool. She has recently joined Teignbridge Primary Care Trust as Health Improvement Manager, in a broader public health role.

Andy has a background in the voluntary sector and in campaigning. His work has included working on anti-poverty issues and community development and consultation. He was the first appointee to the Plymouth HAZ pilot HIA project, originally hosted by Groundwork. His post was mainstreamed into the PCT 3 years ago and he is now defined as a specialist practitioner.

He has experience of several HIAs, from very basic questionnaire driven studies to more sophisticated HIAs on the Plymouth health Strategic Service Development Plan (SSDP) and the Community Village proposals in East End Plymouth. He also has a role in 'screening' Plymouth's new Local Development Framework - the new local plans for the city.

Courses on HIA

There are two main centres for HIA courses: Liverpool University and London PHO. One day introduction and three to five day HIA facilitators’ training is available from either of these organizations, or if there are enough people to be trained, provided from the host PCT.

Cost is around £350 for a 3 day course (London Health Observatory)
